Senior Security Advisor to Dowley Appointed as Founding Co-Director
Dr. Stephen Flynn Named to Lead New Homeland Security Research Institute at Northeastern University
Houston, TX (December 1, 2011) - Dowley Security Systems, Inc., the leading provider of turnkey technology integration and electronic security systems, announced today that Dr. Stephen Flynn who serves as Dowley's Senior Security Advisor, has been appointed as founding co-Director of the George J. Kostas Research Institute for Homeland Security at Northeastern University in Boston. The Kostas Institute will conduct interdisciplinary research to advance the resilience and infrastructure in areas critical to national security, including cryptography, data security, information assurance, detection of explosives, and energy harvesting. The institute has been established with a $12m gift by Northeastern graduate and Board of Trustees member George J. Kostas of Houston, Texas.
Dr. Flynn is a veteran national security executive, author, and thinker with extensive policy and practical experience in national and homeland security. He recently served as President of the Center for National Policy where he organized the Remembrance, Renewal and Resilience Summit which was the main event in Washington, DC to mark the 10th anniversary of the 9/11 attacks. He is a Senior Research Fellow at the Wharton School's Risk Management and Decision Processes Center at the University of Pennsylvania. Since 9/11 he has provided testimony on 26 occasions on Capitol Hill.
Prior to September 11, 2011, Dr. Flynn served as an expert advisor to U.S. Commission on National Security (Hart-Rudman Commission), and following the 9/11 attacks, he was the principle advisor to the bipartisan Congressional Port Security Caucus. From 1999-2009, he was a senior fellow for National Security Studies at the Council on Foreign Relations. Dr. Flynn also advised the Bush Administration on maritime and homeland security issues, and after the November 2008 election of President Barack Obama, he served as the lead policy advisor on homeland security as part of the presidential transition team. He is also a member of the bipartisan National Security Preparedness Group, co-chaired by former 9/11 commissioners, Governor Tom Kean and Congressman Lee Hamilton.
Dr. Flynn served in the Coast Guard on active duty for 20 years, including two tours as commanding officer at sea. As a Coast Guard officer, he was assigned to the White House Military Office during the George H.W. Bush Administration and as a director for Global Issues on the National Security Council staff during the Clinton administration.
Dr. Flynn has a MALD and PhD degrees in International Politics from the Fletcher School of Law and Diplomacy at Tufts University. He is a 1982 graduate of the U.S. Coast Guard Academy.
