Dowley offers a full range of Security Solutions under our Contract Numbers 24020301 and 220105 with The Interlocal Purchasing System, better known as TIPS Purchasing Cooperative.  All TIPS contracts are awarded by the ESC 8 seven-member Board of Directors, and each TIPS vendor has met strict Competitive Bidding Process guidelines established by the ESC 8 administration and the TIPS legal team.

The Interlocal Purchasing System

As an awarded TIPS vendor, Dowley Security Systems enables your organization to purchase fire safety and security services directly through a pre-competed, legally compliant cooperative contract — eliminating the need to issue separate bids or RFPs for these services.

TIPS is a national purchasing cooperative housed at and managed by the Region 8 Education Service Center in Pittsburg, Texas. Founded in 2002, TIPS provides government agencies, educational institutions, and nonprofits across the United States with access to competitively procured contracts — so your organization can purchase with confidence, compliance, and cost savings built in from day one.

WHO DOES TIPS HELP?

The TIPS Purchasing Cooperative is open to a wide range of public entities and qualifying nonprofit organizations throughout the United States. Membership is completely free, and any eligible organization can begin purchasing through TIPS contracts immediately after joining.
